This subagent writes a detailed Bicep implementation plan in Markdown, in the .bicep-planning-files folder, grounded in Microsoft documentation. The plan lists Azure resources with their configurations, dependencies, parameters and outputs in a deterministic format for AI agents. It does not design deployment pipelines or next steps. The main agent calls it before writing the Bicep of a complex project.
