An interactive wizard that collects target, hypothesis, attack type, magnitude, duration, abort condition and owner. It generates the plan into .chaos-plan.json, calculates blast radius from traffic share, user population and expected availability impact, and renders a markdown plan for peer review. The plan includes a GREEN, YELLOW or RED risk score, and the wizard ends with a PROCEED, REDUCE or ABORT recommendation.
