No. The skill reads brand-kit.md, about-me.md or voice.md if they exist and mentions a voice-builder agent, but it works without them.
Does the agent generate the images?
No, it only writes the prompts; you generate the images in Gemini, then check text and dimensions. Writing rules default to British English.
