In a terminal, from the folder you want:

npx --yes palatekit@latest install generate-tests-for-phase

With no option, the skill goes to ~/.agents/skills/; add --agent claude-code (or codex, cursor…) to target an agent.

First time: connect the CLI with

npx --yes palatekit@latest login

The agent sorts the changed files into unit tests, E2E tests or items to skip, submits the test plan for approval, then writes the tests following the red-green cycle. You get test files and a dedicated commit.
