Is the offer letter valid outside the US?

Its default clauses are US terms (at-will, 401(k)): replace them and have a local lawyer review the document.

Do I need DocuSign and the other skills mentioned?

No. DocuSign routing is optional; hiring-screener, contract-review or payroll-prep are only suggested follow-ups.
