In a terminal, from the folder you want:

npx --yes palatekit@latest install redis-token-bucket-limits

The agent uses the repository's token bucket module, which runs atomically in Redis, for limits that must allow bursts. It explains when to choose it over a fixed-window counter, and how to refund a token when a request did no work. You get a limit whose Retry-After is a real wait.
