Install with the CLI

In a terminal, from the folder you want:

npx --yes palatekit@latest install scoped-quality-scan

With no option, the skill goes to ~/.agents/skills/; add --agent claude-code (or codex, cursor…) to target an agent.

First time: connect the CLI with

npx --yes palatekit@latest login

The agent chooses the scan profile (static, fast, npm alias, base status or full acceptance), runs the checks and records the evidence. A static scan is not a full release acceptance. You get a report of failures and frozen debt.
