In a terminal, from the folder you want:

npx --yes palatekit@latest install temporary-postgres-database

The agent creates a temporary Postgres database with no account or credit card, through the REST API, CLI or SDK. The database expires after 72 hours unless it is claimed to a Neon account. Connection and claim URLs are secrets to protect. You get a connection string for a prototype or test.
